Job Description:

The Information System Analyst is an advanced technical position supporting the computer environment at CFHA and the TVRH Foundation. These activities involve all areas of information technology, including hardware, software, printing, networking and user training issues. Additionally, this position may be assigned specialized tasks or assignments consistent with the needs of the organization. Communication is a critical part of this job and the specialist must demonstrate the ability to communicate at all levels regarding specific job activities. The person in this role will be expected to provide all types and levels of support to the computer users. Routine tasks include: Set up spreadsheets, complete required data entry develop and run ad hoc reports. Troubleshoot, diagnose and repair all personal computer problems on the network encompassing workstations and printers. Assist with setup and install new workstations. Provide support and configuration for Desktop applications such as Microsoft Office suite and Outlook email client. Assume responsibility for specific Foundation functions. Serve as person On-Call & address all Foundation computer users needs Assist with set up, installation and troubleshooting of software for Foundation staff and volunteers as needed. This position requires advanced knowledge of personal computer and networking skills, and will be involved in hardware, software and networking tasks. Additionally, this position will be expected to assist in specialized tasks and project management in the Foundation. This position will also handle a wide variety of personal computer related calls, such as user set-up and administration and support of network based applications. This position requires the individual to function at a capacity to provide supervision and guidance in completion of tasks of all subordinates. This position will be expected to maintain an effective level of technical proficiency in order to meet the demands of the organization. 2 years experience in computers with Associate Degree or some college; 1 year with Bachelor’s degree. POSITION SUMMARY


The IT Support Specialist will assist customers and internal technical personnel with IT-related service issues and most particularly issues related to PLM and Team solutions received by the North American Call Center.  This position serves as first point of contact dealing directly with the customers to trouble-shoot and resolve issues, assist with installations, and identify and communicate business opportunities.

DUTIES AND RESPONSIBILITIES:



  • Deliver the highest level of response to our customers service requests by phone and internet, respecting the customer contract;
  • Trouble-shoot / isolate problems between OS and Lectra proprietary software or peripherals, PLM and Team solutions;
  • Ability to resolve problems remotely and determine critical cases to escalate to Tier2;
  • Follow service request until the final resolution;
  • Ability to multi-task, identify, and communicate business opportunities;
  • Assist with installation of Lectra software solutions;
  • Log all service calls and daily activities into the service monitoring software (Oracle EBS);
  • Candidate will possess a positive attitude and be willing to be part of a team.



EDUCATION AND/OR EXPERIENCE:



  • 5-year degree in Computer Engineering/Services or related field experience.  2-year accepted if significant professional experience;
  • MCSE or MCP certification a plus.

POSITION QUALIFICATIONS:

This position requires a motivated self-starter with strong communication skills (English and Spanish, French a plus) and strong technical and trouble-shooting skills.  Must have thorough knowledge of collaborative solutions support. The position requires good PC hardware, software and peripherals knowledge, and to be familiar with network and internet technologies.


  • Technical support experience in multi-tier applications;

Reporting to the Service Desk Team Leader, the IT Service Specialist will be the first point of contact for all IT issues. They will log and manage the lifecycle of Incidents and Service Requests whilst ensuring customer satisfaction through proactive updates and escalation where a first time fix is not possible. 

Key Responsibilities: 

  • Answer incoming calls from internal customers and external suppliers 
  • Record, update and proactively manage Incidents and Service Requests received via phone, voice mail, email and desk side visit
  • Provide initial assessment of Incidents and Service requests setting appropriate categorisation and prioritisation
  • Provide initial support of incidents, ensuring appropriate analysis takes place and all required information is captured and accurately recoded
  • Proactively monitor, progress and resolve incidents in line with departmental SLAs
  • Escalate in a timely manner incidents where a first time fix is not possible
  • Create, update and Manage Service Requests in line with internal SLAs
  • Update and manage IT Deployed Assets
  • Ensure internal policies are adhered to whilst dealing with incidents and SLAs
  • Work with external suppliers to organise hardware deployments and hardware replacements
  • Create and maintain user accounts
  • Install packaged software
  • Provide basic support for desktop/laptop computer systems, printers, phones, mobile devices, and other hardware
  • Issue informative communication messages to the business relating to RFCs and other planned and unplanned maintenance in line with the weekly scheduled CAB meetings
  • Create, maintain and organise SSG documentation to help build the support knowledge base
  • Drive and manage support solutions back into the user community
  • Provide key operational system verification, support and escalation.


Key Skills and Competencies:

  • Strong analytical skills balanced with effective communication and excellent customer service skills
  • Excellent knowledge of IT Service Management processes and procedures, specifically Incident, Problem, Change and Service Level Management
  • ITIL Foundation Level certification
  • Educated to degree level (preferably IT-related) or equivalent experience


Work Requirements: 
Monday to Friday 40 Hours per week; A single member of the team will also provide cover on Saturdays from 8am to 4pm on a rotational basis.

Significant recent professional experience in hardware related projects.
Recent experience designing and debugging high speed digital circuit boards with current generation CPUs and FPGAs
Experience in board level design and developing significant hardware components. 
Experience of working with high speed serial signals (GHz ) (e.g. Serdes GIG-E)
Familiarity with software and hardware tools and off-the-shelf packages that can be utilized for system development.
Able to work with various kinds of hardware and to assist with software integration. 
The ability to quickly translate user requirements or technical propositions into practical designs.
Proven ability to deliver complex projects on time and on budget.

Desirable skills include experience with SHARC DSPs, experience of analogue audio design, experience of power supply design, familiarity with signal integrity issues and simulation, experience of design for EMC compliance and familiarity with Altera and/or Xilinx devices and tools.

DUTIES:

This position is located at the Department of Veterans Affairs in Telecommunications Engineering & Design Services; Washington DC Metro Area.
Major duties and responsibilities include:
·         Plan, develop, and coordinate systems to provide assistance and guidance to users.
·         Review applications to assure compliance with regulations.
·         Serve as a problem solver and advisor providing operational support for IT central office users.
·         Discuss operating problems and procedures with IT officials and specialists.
·         Identify IT improvements and ways to provide greater effectiveness and economy of service.
·         Consult with and advise IT Specialists in other specialty areas within It and experts in the Administration and Staff Offices to develop resolution plans.
·         Recommend new and problem resolution methodologies.
·         Develop and maintain standards and procedures relating to hardware/software.
·         Resolve problems and conflicts with occasionally uncooperative vendors when procured items do not meet prescribed specifications.
·         Serve as a troubleshooter for operating system software problems and application interfacing problems.
·         Investigate frequency of significant transmission/communication software problems.
·         Interpret and explain IT customer support regulations, policies, and directives.
·         Exercise property accountability for IT equipment and the tracking documentation/location.
·         Develop and maintain databases to track the assignment, utilization, and movement of the IT equipment.
Work Schedule: Monday - Friday; 8:00 AM - 4:30 PM. No compressed schedule available; Telework may be available upon supervisory approval.

QUALIFICATIONS REQUIRED:

GS-12: One year of specialized experience equivalent to the GS-11 level AND also IT-related experience demonstrating each of the four competencies listed below.
Specialized Experience: Operating IT systems and equipment software, conducting customer support/help desk functions, and configuring software telephony programs.
The four required competencies are: 
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
  1. Plan and implement customer support services covering central office equipment, software, systems, interface, and networks.
  2. Develop plans for installing, configuring, troubleshooting, and maintaining user IT equipment and software.
  3. Review installed systems and diagnose problems encountered in the use of the systems.
  4. Plan, coordinate, implement, and provide training to system users on new or changed operating systems, hardware, software, and the application of information assurance and security policies and guidelines.
  5. Plan and accomplish broad based studies to determine current and future use of IT equipment, methods, and upgrading outdated equipment and coordinate the acquisition for new equipment.
PHYSICAL REQUIREMENTS: Duties may require lifting and carrying computer equipment such as monitors and equipment.

Applicants will be ranked based on four quality groups, as follows:
  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
